Dear Ms Stephens
in the summer of 2017 I asked the same questions [below] of my local authority, it ignored me. I reported the Council to the Information Commissioner for breach Freedom of Information Act 2000. The Commissioner responded informing me she would not process my complaint, she said my requests to the Council were "frivolous and not in the public interest". Clearly my requests could not be more in the public interest. I responded sending the Commissioner copies of correspondence I received from numbers of different public authorities. These responses were responses to my freedom of information requests of 2017 -126 in total. I forwarded responses from The Attorney General, The Cabinet office, Cheshire Constabulary, Cheshire East Council, the Local Government Ombudsman and Parliament herself, each confirmed they could not fund the private legal fees of those of their Ministers, members, officers and councillors acting in their personal capacity. The Commissioner notified me the matter was closed and she would respond no further - I believe the Commissioner is protecting the Council.
I write to ask if you would kindly agree to make the same requests - reworded of course - of Cheshire West and Chester Council in hope you too receive the same reaction as myself, this way I believe I can convince you my local authority did misappropriate substantial sums of taxpayers money along with Council resources and gift them free of charge to its 7 officers and 2 councillors to use privately to obtain a high court injunctions gagging Dobbie and myself. In my case I believe I can then go onto prove to you Cheshire West and Chester Council senior officers fabricated over 1270 documents and used them to wilfully mislead the Chief Constable of Cheshire, Cheshire Police and Crime Commissioner, Chester Magistrates and the 213 town and parish councils of Cheshire.
In conclusion, there is much more to these matters all of which I am willing to share with you once you are convinced I am not a crank, so please do agree to submit your freedom of information questions to Cheshire West and Chester Council, that way you will know me genuine and sincere.

Subject - Funding officer and councillor private legal fees:

High Court records for 2015 prove a total of 7 Cheshire West and Chester Council officers and 2 councillors privately sued 2 members of the public under the Protection from Harassment Act 1997. The two members of the public are, Mr Thomas William Dobbie of Ellesmere Port, and myself. The 7 officers were chief executive officer Steve Robinson, Solutions team officer David Finlay, strategic director for children Gerald Meehan, director of Adult Social Care and Health Mark Palethorpe, Judith Griffths position unknown, social worker Sara Jones - the two councillors were, Conservative councillor for Tattenhall Michael Jones, and Conservative councillor for Davenham and Moulton Helen Weltman. Mr Robinson privately sued first myself then Mr Dobbie.
I refer you to your Councils joint heads of governance, Karen Mcllwaine and Vanessa whiting, for copies of the High Court Civil Procedure Rule Part 8 claim forms proving the details of each of the 9 claimants - they signed and served the documents.
I am aware because each officer and each councillor brought their private claim in their own name in their personal capacity they were not entitled to a Council indemnity nor to taxpayers money to use to fund their claims. However from court documents all officers and councillors legal fees and court costs were funded by Cheshire West and Chester Council - it is estimated in excess of £500.000.00 was spent suing Mr Dobbie and myself.
I am aware Cheshire West and Chester Council instructed its legal services - its in-house solicitors - to advise and represent each officer and councillor free of charge. I am aware all 9 trusted public servants also received advice and representation of Mr Adam Speker of 5RB Chambers Grey Inn's London expert in harassment law.
First request -
In keeping with the Freedom of Information Act 2000 I require you to provide a full breakdown of each officer and each councillor legal fee and court cost.
Second request -
I require you to provide a copy of the authority your Council required in order to fund each officer and councillor legal fees.
Third request -
I require you to provide a copy of that authority your Council required in order to provide each officer and councillor free legal advice and free legal representation.
I look forward to receiving the information you know me lawfully entitled to own.
