Next Pandemic in the Western Pacific? Simulation or Reality? Project Crystal 🔮 ✨️



So researching this I found......from December 2025






Simulation exercises like IHR Exercise Crystal are a critical tool for building a culture of preparedness and reducing risk. They allow emergency responders to stress-test contingency plans, procedures and systems in a safe environment. This offers a much-needed opportunity to evaluate, refine and iron out coordination challenges and practise teamwork before a real crisis hits.



A platform for multisectoral coordination

Supported by the Pandemic Influenza Preparedness (PIP) Framework Partnership Contribution, this year’s exercise ensures that countries are ready to respond to novel influenza threats and can test the existing IHR communication and coordination mechanisms situated in their pandemic preparedness plans.


Given how emergencies impact diverse sectors and areas beyond health, participants were given opportunities to practise response actions that were multisectoral in nature. Centering the simulation exercise around a novel influenza outbreak and public health measures at points of entry − borders, airports, ports − gave national responders an opportunity to communicate and coordinate with counterparts across sectors and ministries.


Reiterating the value of this multisectoral approach, Ms Qiu Yi Khut, Programme Area Manager, IHR and Health Security Policy, WHO Regional Office for the Western Pacific, noted: “By focusing on implementing public health safety measures at points of entry, we were able to get representatives from across sectors in the same room − thus enabling coordination beyond traditional silos. Giving responders a chance to ‘row together’ in the same direction is critical to an effective emergency response.”


Dr Gerna M. Manatad, Director, Epidemiology Bureau, Department of Health, Philippines, concurred: “IHR Exercise Crystal brought together colleagues from across sectors and expertise to work side by side. It offered a critical space to test our communication channels across different bureaus and agencies. This kind of simulation is foundational to improving interoperability, decision-making and trust between sectors so that when emergencies strike, we respond faster, clearer and together.”

The WHO Pandemic Agreement (sometimes referred to in earlier, unrelated contexts or colloquialisms as "Project Crystal," but officially known as the WHO Pandemic Agreement or Pandemic Accord) was formally adopted by the World Health Assembly on May 20, 2025. It is a legally binding international instrument designed to improve global prevention, preparedness, and response to future pandemics, specifically addressing the inequities and coordination failures witnessed during COVID-19.

Note: While some earlier, unrelated, or unofficial, materials may use various code names, the official and current term for this initiative is the "WHO Pandemic Agreement."

Key Features of the Adopted Agreement (As of May 2025)

Pathogen Access and Benefit-Sharing (PABS) System: A core component aiming to ensure the rapid sharing of pathogens with pandemic potential, while guaranteeing equitable access to vaccines, tests, and treatments, particularly for low-income countries.

Equitable Access (20% Provision): Participating manufacturers will be expected to make available 20% of their real-time production of pandemic-related products (vaccines, therapeutics, diagnostics) to the WHO for distribution to developing countries.

"One Health" Approach: The treaty integrates human, animal, and environmental health to better detect and prevent future outbreaks.

Strengthened Cooperation: The agreement boosts technology transfer, manufacturing capacity in developing nations (especially in Africa), and financial mechanisms for preparedness.

Sovereignty Safeguards: The agreement expressly affirms that it does not grant the WHO authority to impose lockdowns, vaccine mandates, or border closures.

Current Status and Next Steps

Adoption: The agreement was adopted on May 20, 2025, after three years of negotiations by the Intergovernmental Negotiating Body (INB).

PABS Annex Negotiation: The agreement will not formally open for signature until an additional Annex on the Pathogen Access and Benefit-Sharing (PABS) system is finalized and adopted, expected around 2026–2027.

Ratification: Once fully opened for signature, the agreement will enter into force 30 days after 60 countries have ratified it.
